Conditional license (for people who are at least 15 years old and less than 16): Obtain a beginner’s permit at age 15. After driving with this permit for 180 days (approximately six months), you can apply for a conditional license. You must submit a certificate of completion for a driver’s education course and a certificate of satisfactory school attendance. You must also have completed at least 40 hours of driving practice, including at least 10 hours of driving during darkness, while supervised by licensed parent or guardian.
The conditional license allows you to drive by yourself during daylight hours (you are not allowed to drive alone at night). After a year of driving with this license, you can get a regular driver’s license if you have no violations or at-fault accidents.
Special restricted license (for people who are 16 years old and less than 17): A 16 year-old must have a beginner’s permit for at least 180 days; submit a certificate of completion for a driver’s education course and a certificate of satisfactory school attendance; and complete at least 40 hours of driving practice with at least 10 hours of driving after dark. This restricted Driver’s License allows you to drive by yourself during daylight hours (you are not allowed to drive alone at night). You may obtain a time restriction waiver with the submission of two notarized statements allowing you to drive alone after dark. These waivers are granted for people who have school activities, jobs, or vocational training that requires them to be out after dark. The waiver only allows you to drive back and forth to the school event or job. After a year of driving with this license, you can get a regular driver’s license if you have no violations or at-fault accidents.
Regular Driver’s License: If you are at least 17 years old and have had a beginner’s permit for 180 days, you can get a regular license with no restrictions. If you are 17, your parents still have to sign the application with you.

The conditional license is the next step towards getting your full SC driver’s license. Drivers are eligible from age 15 ½ to 16 years of age.
You are required to pass the South Carolina driving skills test in order to get a conditional driver’s license. The road exam is designed to test your ability to safely operate a motor vehicle in the state of South Carolina. You will need to understand how to perform driving maneuvers such as three-point turns, lane maintenance, left/right turns, and more. Your test administrator will also expect you to know how to use the safety mechanisms that exist within your vehicle.
On the day of your appointment, you’ll need to again provide the documentation listed above.
If you are under 17 and receive six or more points on your records before you have held your license for one year, you will face a six month suspension. Once you have held your license for a year with no traffic offenses or collisions, you will be allowed to upgrade to a full license.
The special restricted driver’s license is for those who are 16 years old, but less than 17 and have already held their beginner’s permit. The same restrictions apply for the special restricted driver’s license as the conditional driver’s license, with one exception. A teenager may get a waiver to drive to school or work during the hours of midnight and 6 am. To obtain one, you’ll need to submit two separate letters from a parent, as well as an employer or school official to be submitted to the SCDMV.
Like the conditional driver’s license, you’ll be eligible for your full driver’s license once you’ve held your special restricted driver’s license for a year without a collision or traffic offenses. If you accrue more than six points in a year, you will face a six-month suspension.
If you have gone through the GDL, you will receive your full SC driver’s license in the mail once you turn 17 or you have held your conditional or special restricted driver’s license for at least a year with no traffic offenses or at-fault collisions. No extra visit to the SCDMV is required.
If you are over 17, you’ll be eligible for full driving privileges after you’ve obtained your beginner’s permit and taken the driving skills test.
To apply for your regular license before turning 18 you must fill out the application form (DL-59) and mail it to PennDOT. If your application is approved, you will receive an update card to carry with your Junior Driver’s License. If you do not meet the requirements to graduate to a regular license before turning 18, you must wait to have the junior license restrictions lifted automatically when you do turn 18.
