Everything You Need to Get Your Driver’s License in Pennsylvania

Steps for Getting Your Driver’s License

Physical Exam
Get a physical exam from a doctor, and fill out the “Non-Commercial Learner’s Permit Application” (DL-180(opens in a new tab)).

Go to a Driver License Center: Take the Eye Screening and Knowledge Test
Go to a PennDOT Driver License Center to take your eye screening and Knowledge Test. If you pass, you’ll get your Initial Learner’s Permit. An initial Learner’s Permit is for anyone 16 years of age or older, who has never had a license before, or if your out-of-state license has been expired for more than 6 months.

Bring the following items:
- The completed DL-180(opens in a new tab) form.
- The completed DL-180TD(opens in a new tab) form if you’re under 18, signed by a parent, guardian, or spouse over 18.
- Proof of identity as listed on the DL-180(opens in a new tab) form. If your name changed, bring original documents like a marriage certificate or court order.
  - NOTE: Birth certificates issued by the Puerto Rico Department of Health before July 1, 2010, were invalidated under a law passed by the government of Puerto Rico to combat fraud and protect the identity and credit of all persons born in Puerto Rico. As of October 31, 2010, Pennsylvania no longer accepts as proof of identification Puerto Rico-issued birth certificates issued before July 1, 2010. New, more secure birth certificates are available online or by mail. Visit the Puerto Rico Federal Affairs Administration website for full instructions on applying for new certificates.
- Two proofs of residency if you’re 18 or older, listed on the DL-180 form. Not needed if you’re 16 or 17.
- Your Social Security card. If you don’t have one, check your options.
- Payment. They accept debit/credit cards, checks, or money orders. No cash accepted except at the Harrisburg Riverfront Office Center Customer Counter.

Driving Practice (for Under 18 yrs. ONLY)
You need to finish 65 hours of driving practice, including:
- 10 hours at night
- 5 hours in bad weather
There’s also a 6-month waiting period. If you’re getting a motorcycle permit, you’ll need to take the Basic Riding Clinic instead of the nighttime and bad weather driving practice. You can learn more about getting a motorcycle license from the Motorcycle Information Center.

Take the Road Test
You can schedule a road test online or by calling 717-412-5300. Some outside businesses can also handle the test for a fee.
Remember to bring:
- Your valid learner’s permit
- Form DL-180C(opens in a new tab) if you’re under 18
- Proof of vehicle insurance
- Proof of vehicle registration
- The accompanying driver’s valid license

1. A Completed Application

Form DL-180 is used for new drivers 18 or older, form DL-180TD is for drivers under 18, and form DL-180R is for new Pennsylvania residents transferring an active license from another state.

2. A Medical Exam

The state needs to know if there are medical issues that could prevent you from driving safely (such as neurological disorders or cognitive impairment). Forms DL-180 and DL-180TD require a signature from a medical professional after completing a medical exam.

3. Proof of Identity

U.S. citizens are required to show two documents to prove their identity. The first must be your original Social Security card. The second could be a birth certificate, U.S. passport, Certificate of U.S. Citizenship, or Certificate of Naturalization.

Non-U.S. citizens must provide three documents:

Original USCIS/immigration documents indicating current lawful immigration status
A valid passport
A Social Security card or SSA ineligibility letter

Drivers with active out-of-state licenses will also need to bring in that license if they wish to exchange it for a new Pennsylvania license.

It’s possible to obtain a regular license one year after receiving your junior license and still be under 18. To do so, you must have passed a PennDOT approved driver training program, have no violations or accidents on your record, and have the consent of your parents, guardian, or spouse. If you meet these criteria, you can graduate to a full license as young as 17 and a half.

To apply for your regular license before turning 18 you must fill out the application form (DL-59) and mail it to PennDOT. If your application is approved, you will receive an update card to carry with your Junior Driver’s License. If you do not meet the requirements to graduate to a regular license before turning 18, you must wait to have the junior license restrictions lifted automatically when you do turn 18.
