Driver Privilege Cards and Certain Class D Licenses are Not Acceptable for Identity

Many states continue to offer their residents “driver privilege” cards, which are intended for the sole purpose of permitting an individual to lawfully operate a motor vehicle (not for identity), while other states have begun to issue their standard class D licenses without the requirement for applicants to prove lawful presence.

Since October 1, 2023, all adults in Minnesota can apply for a standard Class D driver’s license. Immigration status doesn’t matter. Your license won’t have any markings about citizenship or immigration status.

This fact sheet is for people who have never had a license before or have a foreign driver’s license.

If you are 18 years of age with a permit, you must practice driving for at least 6 months before scheduling the road test. If you are 19+, you need to hold your permit for at least 3 months before taking the road test. If you have a foreign driver’s license, you may not need to wait before scheduling your road test.

Note: if you want/need driving lessons you need to look online. Sometimes you can find instructors through local high schools.

As such, effective immediately, the following states’ class D licenses will no longer be acceptable for proof of identity since the Idaho Department of Transportation is unable to determine the extent to which an applicant’s identity or lawful presence was examined through the issuance of their current credential. Only Real IDs (Star Cards) from these states will be acceptable proof of identity.

Driver’s License or Identification Duplicate / Replacement

When a card is lost, damaged, destroyed, or you just have an address change, an application must be completed for a duplicate or replacement card. 

Identification requirements will apply if there is a name change.  If your name has changed you must change with Social Security first.  After it is changed you will need to bring in certified document of the name change ex: Marriage, Divorce or Court order documents.

 A vision test is not required. Applicants under 18 years of age must have the application signed by a parent or guardian. Your Social Security Number is required on the application.

The Driver’s License Department is responsible for the processing of Driver’s Licenses, Instruction Permits and Identification Cards. These may be new to the state; first time MN, duplicates or renewals.

In compliance with the FEDERAL REAL ID ACT, Minnesota Residents now have the option of applying for a Real or Enhanced Driver’s License, along with the traditional Standard License. Beginning May 7, 2025, a Real or Enhanced Driver’s License will be required for domestic flights, or to enter Federal facilities unless one presents a passport (or other federally recognized identification). STATE EXAMINERS/DRIVER’S LICENSE TESTING / PAYMENT OF REINSTATEMENT FEES

The State Driver’s License Examiners are available at the Jackson location the first (1st) Wednesday of each month.

• Written knowledge tests are offered from 10:00 – 11:15 a.m., and may be scheduled on line at drive.mn.gov, or by calling (651) 284-1234.
• Commercial and motorcycle knowledge tests are also offered from 10 to 11:15 on a first come, first served basis. No appointments are required for these tests.
• Class D driving tests may be scheduled online.
• The Examiners will also be accepting reinstatement fees.

MINNESOTA DL, INSTRUCTION PERMIT OR ID CARD RENEWAL

Please have current MN Driver’s License, Instruction Permit or ID Card; Social Security Card and documents showing any name change.

**Applicants under 18 years of age must have parent or guardian signature, (or) parent or guardian signature must be notarized.

COMMERCIAL DRIVERS
Please have current MN Commercial Driver’s License, (certified birth certificate or passport if not already on record) and current health certificate if updating. You will also complete the self-certification form.
